The Perth Football Club welcomes development of community and club facilities which will provide flexible year-round use.

This zone includes a new community and football club facility to meet a variety of purposes including administration, training, community functions and covered spectator seating. Redevelopment of the site will complement the overall LPRP redevelopment, achieving more multi-purpose and community-focused outcomes. The club benefits from use of the new ovals.

The West Coast Eagles lease provides for a financial contribution to support the community and Perth Football Club redevelopment which is not due to start until 2020.

Perth Football Club have continued to train and play all home games at Lathlain Park throughout the project. The new Oval 1 was be made ready for use for the first home game of the 2017 WAFL season. 

While works are happening at Lathlain Park, the dog exercise area has been temporarily relocated to the site of the former Carlisle-Lathlain Bowling Club on Planet Street (the area also bounded by Roberts Road and Bishopsgate Street). The plans for Zone 2X include a new fenced dog exercise area.

While the Zone 2X construction works are underway in 2019, this temporary Planet Street dog exercise area will need to be closed. 

A Traffic Management Plan has been provided by West Coast Eagles for construction of the training and administration facility which sets out construction traffic routes, hours of operation, notification periods, appropriate signage and much more.

Traffic management consultants have already determined that once the site is fully redeveloped, there will be only a small change in traffic numbers and patterns. It is anticipated there will be between 150-200 extra vehicle trips in the 7.30-8.30am peak period and between 100-150 extra vehicle trips in the 4.30-5.30pm peak period.

• The West Coast Eagles development application for their administration and training facility issued from the MCJDAP in December 2016.
• The Town subsequently issued a building permit in October 2017. 
• The West Coast Eagles contractor works have progressed steadily since then, and completion of that contract is anticipated prior to June 2019.
• Construction of the training and administration facility is estimated to be completed in the first half of 2019.
• Construction of Zone 2 and 2X will be undertaken in 2019. Demolition works of the derelict ablution block and cottage took place at the end of 2017.
• Planning for the redevelopment of the Perth Football Club facilities is not expected to take place until 2020.

The ovals' flood lighting infrastructure was directed in the West Coast Eagles development approval. The design and installation has been done by the West Coast Eagles consultants and contractors in accordance with those directions. 

Funding for the proposed future redevelopment of the Perth Football Club has yet to be finalised, it is expected that planning for the redevelopment of the Perth Football Club facilities will restart in 2019.

The Lathlain Park Management Plan recommends the completion of a TravelSmart program as part of any future development within Lathlain Park. This will be addressed by the Lathlan Park tenants.

In the case of the West Coast Eagles development Zone 3 and any redevelopment of the Community and Perth Football Club development Zone 1, the Western Australian Planning Commission (WAPC)  determined that they require/d separate development applications.

Development applications need to have regard to the design principles and management statements outlined in the WAPC approved Lathlain Park Management Plan guidance document. Under the Metropolitan Region Scheme, the WAPC may determine that development that is in accordance with the approved Management Plan is exempt from requiring a separate development application and approval.

Reports not completed by the Town require prior written consent from the report owners/authors prior to publication.

Car parking on Zone 2 will used by the Perth Football Club for functions and match days, and will be available for use by the community at all other times.

The scoreboard, was removed as part of the West Coast Eagles forward works. The black facade and numbers used for scoring were salvaged intact and are currently being stored by the Town for future reinterpretation (not for reuse as a scoreboard).
